RULES & REGULATIONS
Tour of Central Anatolia 2.2 ME 2019 is organized by Turkish Cycling Federation and Tashra Tour under the regulations of the International Cycling Union ( UCI ). It is held 07–08.09.2019
The race will be two days.

2. TYPE OF EVENT
Tour of Cental Anatolia is entered on the UCI International Men Elite Calendar as 2.2 event having 2 stages.
40, 30, 25, 20, 15, 10, 5, 3, 3, 3 points to 10 best placed cyclists in general classification of the race, for Men Elite and U23 UCI World and UCI Europe Tour rankings. The race is entered on UCI Europe Tour Calendar.

ARTICLE 3. PARTICIPATION
As a 2.2 event, the race is open to UCI Pro-Continental foreign teams (max2), UCI Pro-Continental of the country (max 2), UCI Continental teams, as well as National, Regional and Club Cycling teams as per art. 2.1.005 of the UCI regulations.
As per UCI CR art. 2.2.003 the teams must be formed of minimum 5 and maximum 7 riders. A team may not start the first stage with less than 5 riders (as per 2.2.003).
If three days before the race, the number of riders entered is less than 100, the organiser may authorise entered teams to increase the number of riders per team to a maximum of 8 (as per 2.2.007).
Confirmation about accepting the invitation and preliminary registration on correctly filled UCI entry form should be sent by fax or e-mail to the organiser by August 31st 2019 at the latest. Final confirmation of starters takes place in Hotel Ramada conference hall (address: Erciyes Plateau, No: 126, 38400 Melikgazi, Kayseri, Turkey) on 05.09.2019 at 16:00–17:00.
The field for the 2019 Tour of Central Anatolia is limited to 25 teams of seven riders for race management and safety purposes.
All riders must have Elite (NZ riders) or International (overseas riders) licenses endorsed by National Federations associated with the UCI.
All International riders must have their appropriate personal (health/accident) insurance linked to their International license.
4. RACE HEADQUARTERS

5. CONFIRMATION OF RIDERS & MEETINGS
License-holding team managers or their appointee will be able to confirm and collect race numbers. Confirmation of riders, the distribution of race numbers, Team Managers/ Sport Directors Meeting (a manager or a rider from each team must attend) are held in the presence of the Commissaires Panel on Thursday, September 5 according to below schedule at the following location:

*The order of cars for the first stage will be determined by drawing lots at the sport directors’ meeting.
Race information will be broadcast throughout each stage. The allocated frequency will be provided at the team managers’ meeting.
Handout of radio transmitters to team managers will take place after technical meeting. Transmitters must be returned immediately after the race.
7. NEUTRAL TECHNICAL SUPPORT
The neutral technical support will be provided by SHIMANO and managed by using 3 cars with standard equipment.
8. RACE INCIDENTS BEFORE THE FINISH
a)In the case of a duly noted fall, puncture or mechanical incident in the last three kilometers of a road race stage, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. His or their placing shall be determined by the order in which he or they actually cross the finishing line.
b)If, as the result of a duly noted fall in the last three kilometres, a rider cannot cross the finishing line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.
9. FINISHING DEADLINE
Time limit is 10%. In exceptional cases only, unpredictable and of force majeure, the commissaries panel may extend the finishing time limits after consultation with the organiser (as per 2.6.032).
10. RIDERS OUTSIDE THE RACE CONVOY
The race will be held under limited traffic conditions. The traffic will be stopped on intersections in order to enable smooth crossing of leading riders and the peloton. In case of riders dropped behind
more than 10 minutes to the peloton, they may find themselves in open traffic and the competitors in question will be withdrawn from the race. All riders, technical cars and race personnel moving
outside the race column are obliged to follow the Turkish Highway Code.
The first youngest rider shall wear White Jersey. The classification will include riders born between years 1997-2000.
The leader of general classification shall wear Magenta Jersey.
12. GENERAL CLASSIFICATION
The Individual General Classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration (as per 2.6.014). In case of any tie, article 2.6.015 of the UCI regulations will be applied.
ARTICLE 13. BONUSES:
Time bonuses, applied only to the general individual classification, are awarded according to article 2.6.019 of the UCI regulations.

14. TEAM CLASSIFICATION
The daily Team Classification is established by adding together the three best-placed riders’ individual times from each team. In the event of a tie, adding together the number of places obtained by their three best-placed riders on the stage shall separate teams. If the teams are still tied, they shall be separated by the place obtained by their best rider in the stage classification.
The General Team Classification is established by adding together the times counting toward the Daily Team Classification. Any team reduced to fewer than three riders is eliminated from the general team classification. In the event of a tie, the following criteria shall be applied in order until the teams are separated:
The number of first places in the daily team classification;
The number of second places in the daily team classification etc.
The place obtained by their best rider in the general individual classification.
A grand total of 3,606 € will be awarded in prize money at the event. To be entitled to final classification prize money, competitors have to complete the entire race within the official time limit. Riders missing the podium presentation are subject to fines and forfeiture of prize money. Prize Money (the currency is Euro) will be distributes as follow:
The details will be announced on technical meeting. Prize money will be mailed directly from the organizer after receiving the official results of anti-doping testing. Please take note that all prizes are
subject Turkish fiscal law. That means we will apply a 24% tax on every prize. Also we will collect 2% for Fund to the BADES.
Before the start of the each stage, participation to signing ceremony on time is mandatory for all riders. Riders are encouraged to come to sign-in as a team. Sign-in will be open with respect to the published start times from one hour and 15 minutes before until the close at ten minutes before. The riders will be called to the start line starting from the previous day’s leader and first youngest rider. Additional riders may be called to the line under special circumstances. Team Managers will be notified in these cases.
ARTICLE 17. AWARDS CEREMONIES
Awards ceremonies will be held 15 minutes after first three riders’ arrival. The following riders must attend the award ceremonies with team uniform and shoes on a daily basis:
– The first three riders of the stage;
– The leader of the general classification by time;
In addition, after the last stage of the event the following riders must present themselves at the final awards ceremony:
– The winner of the stage;
– The winner of the team general classification
– The three first riders of the general classification by time.
-1st youngest rider (between years 1997-2000.) will be podium after first stage.
The UCI scale of penalties shall solely be applicable.
Results will be available daily at the Race Headquarters or online at www.veloerciyes.com/tourofcentralanatolia Results and start times are also available via email. In order to receive results by email, managers must register their email addresses at Confirmation of Riders on September 5th.
From the opening of registration to the conclusion of the final awards ceremony, riders are required to wear helmets at any time they are riding a bicycle, including warm up on city.
21. RIDER & TEAM CONDUCT
The provisions listed herein will be binding and enforceable against all competitors. Any infringement of the rules and regulations applying to the race by any rider, team staff, or helper will render the entire team liable to fines or disqualification.
Unsportsmanlike conduct will not be tolerated, including, but not limited to, public urination, littering & profane language. Officials have the right to assess time penalties fines and/or disqualify riders from the race if deemed necessary. Bottles and trash are to be taken to team cars or organization vehicles. Fines will be issued and riders may be subject to prosecution under local laws. Teams will be responsible for any expenses incurred due to loss or damage to hotel rooms, or issued equipment such as radios or transponders.
22. RIDER IDENTIFICATION
During the stages, all competitors must use the frame number plate and body numbers supplied. Both bib numbers should be placed both sides on the back pocket area of the jersey and must be clearly visible at all times during the race. Modification and/or cutting/folding the identification numbers and damaging to sponsor logos on them are prohibited.
23. ANTI-DOPING CONTROLS
The UCI anti-doping regulations are entirely applicable to the event. Anti-doping tests will take place at a dedicated location after each stage as indicated in the Stage details of this guide.
24. Cycling and the Environment
The organizer wishes to remind all parties involved in the race to be sensitive to environmental concerns. As the race route will pass through forested areas, the environmental impact of the race
must be minimized.
Please be reminded that causing damage to the flora and fauna is strictly prohibited.
